There are several plans and studies the City uses to help guide and direct future community development. Specific studies like the Buford Highway Study help to create a vision for a specific corridor while others, like the Community Agenda, assists the City in creating a community-wide agenda.

Neighborhood Plans are long and short range visions for a specific community.  To date, the City of Duluth Planning Department has completed one Neighborhood Plan;

DOWNTOWN MASTER PLAN
The City of Duluth has created a Master Plan for Downtown Duluth. The plan identifies existing conditions, land use and concept planning, transportation planning, utility planning and infrastructure, urban design and landscaping, sign age, and market studies. The plan will serve as a driving force in the future development of Downtown Duluth.
